Broadband Earmarks. Why?

I endorsed "WiFi everywhere" after Hurricane Katrina. A redundent network is one of the best tools for network reliability. So I'm glad Peekskill N.Y. plans a WiFi networkpeekskill_1949_concert. But isn't there a better way to build it than having Senator Chuck Schumer steer "$300,000 through a commerce and science subcommittee in the Senate. The city also hopes another $300,000 will come from the House via Rep. John Hall." (Robert Marchant, Morning Post)

There's $7.2B in the broadband stimulus and even more set aside for "Homeland Security." Earmarks are political favors. Schumer is naive calling the funding "a major economic development tool" for the city. Sounds great, but that hasn't been the result from other projects.
